OS error 10038 and how to solve it |

I installed Windows 2003 and wanted to run apache. But I got [error] (OS 10038). I tried using Win32DisableAcceptEx. That did not help at all. Apache still did not run. I googled for hours. Finaly I found netsh winsock reset and now apache runs like a charm.
